SUVA, Fiji — On August 05-08, 2025 the Federated States of Micronesia (FSM) joined Pacific partners at the Ministerial Dialogue on Information and Communication Technology (ICT), reaffirming its commitment to advancing digital transformation in line with the 2050 Strategy for the Blue Pacific Continent. The FSM delegation was led by Honorable Secretary Carl Apis of the FSM Department of Transportation, Communication, and Infrastructure (TC&I), joined by Ambassador Carson K. Sigrah, Assistant Secretary for Communications Mr. Edward Albert, and Mr. Adam Caldwell, Deputy Chief Executive of FSM Telecommunication Regulation Authority (TRA).
Delivering FSM’s national statement, Secretary Apis conveyed warm greetings on behalf of the Government and people of FSM and highlighted that the Ministerial Dialogue reflects “the best of what it means to be Pacific—collaborative, forward-looking, and united by purpose.” He further shared that, “For the FSM, connectivity is not merely a convenience. It is a lifeline. As a nation of 607 islands spread across about 3 million square kilometers of ocean space, digital transformation is not an option—it is a necessity. Our ability to connect, communicate, and collaborate across great distances is essential for education, health, governance, and economic opportunity. In the Pacific, geography challenges us—but through technology, we can overcome it.” He affirmed that FSM’s digital journey is aligned with the Lagatoi Declaration and the 2050 Strategy for the Blue Pacific Continent, stressing that progress must be pursued collectively with Pacific partners.
The FSM delegation emphasized that ICT development must remain a collective effort, noting that regional approaches—such as shared standards, skills development, and cooperation in cybersecurity—will provide added value and scale that individual countries cannot achieve alone.
